The New Jersey Department of Environmental Protection (NJDEP) announced two virtual public engagement sessions for the proposed Inland Flood Protection Rule on Wednesday, October 19 from 10:00 a.m. to 11:30 a.m. and Thursday, October 20 from 6:30 p.m. to 8:00 p.m. The Department is holding these sessions to provide an additional opportunity for attendees to better understand the basis, specifics, and implications of river flood threat protections statewide as well as engage in conversation regarding considerations in implementing changes in elevation and flood hazard standards to protect public safety.

The NJDEP commissioned two New Jersey-specific studies that confirm precipitation has increased in the state over the past 20 years and will continue to increase through the end of this century. The proposed Inland Flood Protection Rule would require applicants for certain development permits to use precipitation data generated by these studies when calculating peak flow rates of streams and rivers for permits under the Flood Hazard Area Control Act Rules, N.J.A.C. 7:13, as well as when proposed development triggers compliance with the DEP’s Stormwater Management rules, N.J.A.C. 7:8.

Municipalities will also need to utilize the precipitation data generated by these studies when considering stormwater designs for residential development. Municipalities will need to update their local ordinances before these new requirements will apply to non-residential developments at the municipal level. The Municipality of Princeton (“Princeton”), by issuance of this Request for Proposals (“RFP”), hereby solicits proposals from qualified Professional Engineering firms to provide the following consulting civil engineering services on an as-needed basis. Princeton may select multiple firms to establish a pool of qualified consultants from which to choose for services on specific projects or assignments.

  1. Capital Infrastructure Construction Administration and Inspection Services. Interested firms that respond to this RFP (“Respondents”) shall have extensive experience, background, and qualifications in conducting inspection of municipal infrastructure projects for municipalities of similar size, economic condition, infrastructure, and regulatory requirements as Princeton.
  2. Municipal Land Use Site Development Application Review Services. Respondents shall have extensive experience, background, and qualifications to review site plan development applications, to prepare reports to appropriate boards of jurisdiction, and to provide testimony at board and committee meetings.
  3. Municipal Land Use Site Development Construction Inspection Services. Respondents shall have extensive experience, background, and qualifications in conducting inspection of approved site developments for municipalities of similar size, economic condition, infrastructure, and regulatory requirements as Princeton.

The New Jersey Department of Transportation (NJDOT) would like to address certain concerns raised by the consulting community regarding issues that have arisen in response to the Corona Virus as it relates to Plans Specification &Estimate (PS&E) submission during the Design Phase of a project.   

The following will provide instructions regarding the submission of PS&E submission:

 

  • Submission of plans

 

Until further notice, the NJDOT will accept the digital plans, including key sheet.  These plans should be uploaded into PMRS (e-Builder). 

  1. If the plans are signed digitally by the designer PE, they may be uploaded directly into PMRS.
  2. If the plans are unable to be signed digitally, then a wet signature copy may be scanned and uploaded into PMRS, with the original signed hard copy plans (no mylars) submitted to the Department at a later date.  

Please note that the NJDOT is working towards a formal process for a PS&E submission in PMRS (e-Builder). This process is being fast-tracked and the team believes that this work can be completed in a few weeks. Once the process is finalized, further communication will be made regarding implementation and training.
