Session 1: Overview of HEC-HMS and HEC-RAS Program

This two-part presentation will consist of an overview of the features and functionality of both the HEC-HMS and HEC-RAS programs. An initial presentation will outline the capabilities of each program, and subsequent program demonstrations will show real-time model development and execution.
For the HMS program, attendees will learn how to create a model from inception by adding basin elements, entering necessary watershed characteristics, selecting modeling features such as a loss-and-transform method, and creating a rainfall simulation file.
For the RAS program, data from existing models will be presented to demonstrate its various features, including geometric data capabilities (cross-sections, bridges, culverts, dams, levees, etc.), 1D steady-flow modeling, 1D unsteady-flow modeling, and 2D unsteady-flow modeling. An overview of output features and results will be presented.

Session 2: Flood Resilience Training

AKRF will present a practical overview of flood resilience and their implications for New Jersey municipalities, with a focus on the advisory and oversight role municipal engineers play in guiding communities to prepare for, respond to, recover from, and mitigate flood-related hazards. The training will connect resilience planning concepts with operational review, capital planning oversight, and development review responsibilities, highlighting strategies with co-benefits that strengthen infrastructure and community resilience to flooding.
Participants will gain practical insights on how to review, advise, and guide municipal plans, capital projects, and policies for effective flood preparedness, response, recovery, and mitigation. The session covers key regulatory standards, including ASCE 24-24 and the NJ REAL rules, and FEMA’s Community Rating System (CRS), emphasizing opportunities for municipalities to participate in insurance discount programs while strengthening long-term resilience.

Session 3: Municipally Owned Stormwater and Privately Owned BMP Maintenance

Daniel Flynn and his team have developed industry-leading methods for stormwater facility inspection, reconstruction, and water-quality projects, with deep expertise in hydrology and hydraulics of small watersheds. He has extensive experience analyzing and managing engineered Manufactured Treatment Devices (MTDs) in tidalwatersheds and has led complex water quality projects at major industrial ports.
At the municipal level, Daniel directs Municipal Separate Storm Sewer System (MS4) compliance, large-scale mapping, and watershed improvement plans across counties including Morris, Passaic, Somerset, Essex, Hunterdon, and Mercer, helping municipalities meet regulatory requirements and improve watershed health. At AQUALIS, he applies a proven regional model to drive business growth and technical delivery in other U.S. markets.
